Improve handling of `SampleCmpLevelZero`
- We map `SampleCmpLevelZero` to either `textureLod` or `textureGrad` based on what the GLSL spec seems to allow
- We map `SamplerComparisonState` to `samplerShadow` (instead of just `sampler`)
