WIP Hack to work around IFileCheck release (#2789)
* #include an absolute path didn't work - because paths were taken to always be relative.
* Upgrade to slang-llvm v13.x-38
* Hack to not release IFileCheck on windows debug.
* Update to slang-llvm build with cast.
* Disable IFileCheck
* Disable IFileCheck.
