Add gfxGetAdapters function (currently implemented for D3D12/Vulkan) (#2486)
* Add gfxGetAdapters function (currently implemented for D3D12/Vulkan)
* Extend to handle DirectX11 and CUDA
* Use blob to return adapter list and add AdapterList helper
* Replace strncpy with memcpy
