[SPIRV] Support `globallycoherent` and `[vk::index()]`. (#3488)
* [SPIRV] Support `globallycoherent` modifier.
* Fix.
* Disable executable cooperative vector tests.
* Update expected failure.
* [SPIRV] Emit varying output index decoration.
* Add test.
* Update tests.
* Fix test.
* Emit `SpvExecutionModeEarlyFragmentTests`.
* Lower `StructuredBuffer<bool>`.
