Clean up type checking of higher order expressions. (#2519)
* Clean up type checking of higher order expressions.
* Replace `goto` with `break` to pacify clang.
* Fix.
* Fixes.
* Fix more tests.
* Fix lowerWitnessTable parameter error.
* Exclude attributes from ast printing.
