Add generic descriptor indexing intrinsic (#4389)
* Add ResourceArray intrinsic type
* Move aliased parameter generation to GLSL legalization
* Add DynamicResourceEntry type for proxying layout of GenericResourceArray
* Reimplement as DynamicResource
* Add reflection test
* Don't reuse alias cache between different parameters
