Remove need of IRHightLevelDecoration in emit (#660)
* * Remove the need for IRHighLevelDecoration in Emit
* Use the IRLayoutDecoration for GeometryShaderPrimitiveTypeModifier
* Fixing problems with comparison due to naming differences with slang/fxc.
