Set slang-tag-version.h on windows builds (#2429)
* #include an absolute path didn't work - because paths were taken to always be relative.
* Create the slang-tag-version.h file on windows.
* Add non binary files to the artifact upload for windows.
* Add headers/docs to linux artifact.
