CMake: Guard inclusion of VULKAN_HEADERS and SPIRV-Headers (#8124)
Don't include the VULKAN_HEADERS and SPIRV-Headers submodule if they are
already included.
Fix for the https://github.com/shader-slang/slang/issues/7898.
