Relocate the step of 'Add bash to PATH' (#5759)
* Relocate the step of 'Add bash to PATH'
Relocate the step of 'Add bash to PATH' at beginning of the CI
to avoid the issue of "bash command not found".

* Do not remove 'Add bash to PATH' from common-setup
