Split out ExecutableLocation (#2041)
* #include an absolute path didn't work - because paths were taken to always be relative.
* Split out ExecutableLocation.
* Fixes for changes to ExecutableLocation.
* Fix issues around Process on windows.
* Improve comments. Kick CI.
